TOURNAMENT REGULATIONS

Easter Cup, April 3 & 4, 2010

Expersport - Worldwide Sports Travel, Tournaments & Events - Visit: www.eastercup.nl

1. General
These tournament regulations include 23 points. The Easter Cup 2010 will be played according to KNVB (Dutch Football Federation) and UEFA regulations with the exception of all items as mentioned below in these regulations.

2. Tournament Program
All age classes in the Easter Cup tournament play a 2-day tournament. On Saturday April 3rd the
1st round matches will be played. On Sunday April 4th the A or B final group games as well as the final games will be played. The tournament committee can change (because of the number of teams subscribing per age group) the above tournament format with regards to the number of games per day.
If applicable: The tournament committee can not be held responsible in case less matches than scheduled are played due to the cancellation of another team in your group.
In case a group will be reduced to only 2 or 3 teams because of e.g. "no show", the remaining teams will play a full league system unless the committee decides to regroup.

3. Number of Players and Substitutes
Age groups playing with 11-a-side teams may fill out 20 players per playing day on the players list. Only 16 players per game can play (so 5 substitutes per game are allowed). Substituted player cannot be brought into action in the same game again. Age groups playing on half-size fields with 7-a-side teams may fill out 15 players per day on the players list. Groups 5 till 9 players are allowed to go on and off the field as much as they want, but only on the referee's signal and during the so-called "dead moments" of the game. All teams play a minimum of 6 matches, spread over the Saturday and Sunday.
When a club has subscribed 2 or more teams in the same tournament age group, the involved players can NOT change teams. You have to stick to the name/players lists as send to us before the tournament and you can not change players anymore from one team to another.
However, it is permitted to use a player in more than one team of the same club, provided it is not in the same age group or an age group too young. E.g.: a C14-player is allowed to play in your C15-team.

4. Match Duration
The match duration is 2 x 20 minutes per match. These match durations apply to all matches in the first round as well as the final matches.

5. Tournament Format
All teams will be placed in 1st round groups of 4 or 5 teams. All teams will meet all other teams in their group during the first tournament day.
The numbers 1 and 2 of all 1st round groups will play the 2nd round A-final games, again those teams will be placed into groups of 4 or 5 teams and play all others in their group. The numbers 3, 4 and 5 of all 1st round groups will play the 2nd round B-final games, into groups of 4 or 5 teams and play all others in their group. In some categories also the best number(s) 3 will proceed to the A-finals. Check your own Tournament Programm to find out what applies for your category.
The winners of the 2nd round A-final groups will play the semi-finals-A games. The winners of the 2nd round B-final groups will play the semi-finals-B games (the total number of games and duration of the matches, for the semi-final games, will depend on the total number of teams that apply for each age category).
Because of a possible bigger or smaller number of participating teams than expected per category, the committee has the right to change the above mentioned tournament format or the mentioned game durations. In case a group will be reduced to only 2 or 3 teams because of e.g. "no show", the remaining teams will play a full league system unless the committee decides to regroup.

6. Points awarded
For all groups: Points awarded: - 3 points for a win - 1 point for a tie - 0 point for a loss. Tiebreakers: When resolved a tie between two or more teams at the end of the preliminary rounds the following determines the nominator:
1). Goal difference.
2). Most goals scored.
3). Result of the match between the involved teams.
4). Penalty shooting according to U.E.F.A. rules, 5 penalties taken by 5 different players.
5). When there is still no result, penalty-shots will be taken 1 by 1 by different players (so other players than the ones who were involved in the series) until a decision is reached.
Note! Penalty regulations as mentioned above will also apply when there is a tie during the finals (A-and B-finals). So matches will NOT be extended!
The above situation will also apply in case there is a tie between teams that have to determine which team becomes the best number 2 or 3.

7. Regulations group 5, 6, 7, 8 & 9
The use of metal studs is not allowed in these age categories.
For age categories 7, 8 and 9 the following applies: these play on half size fields with smaller goals. Players are allowed to return the ball to the keeper. The off side rule does not apply, therefore there will be no linesmen assisting the referee.
Age groups 7, 8 and 9 play with lighter soccer balls.

8. Age Dispensation and Prove of Age
Dispensation players can never be more than 6 months too old. A maximum of 3 dispensation players is allowed per team. Due to different age deadlines - handled by national soccer associations - the tournament committee may grant special dispensations to teams/players involved.
Please note players are not allowed to be more than 2 years younger than the age group they will play in. If these players do want to participate, they will need an official letter from their club stating they will play at their own risk and responsibility.
On request of the tournament committee all Easter Cup participants must be able to identify themselves by official identification documents (passport or other official documents) which include their names, age and photograph.

9. Players Lists
Each tournament day, each team has to submit (15 minutes before the 1st game) a players list to the tournament committee on the fields where you play. The players lists are sent to you before the tournament starts (together with the tournament program). On this list you have to mention the
(sur) names, initials and dates of birth of all players that will play in the Easter Cup on that particular day.
When you have last minute changes in these players-lists you have to inform the tournament committee before your first game starts. By filling out the players lists the wrong way on purpose your team can be disqualified from the tournament. For the number of players per day/game, see point 3 of these regulations.

10. Match Ball
The team mentioned first in the programm provides the match ball for that game because this way less balls will get lost. Teams will go and get their own ball if its outside the field and not after a tournament ball).

11. Be on Time!
Teams have to be on the fields on time (which means 15 minutes before the games are scheduled). If a team is not on the assigned field and ready to play 15 minutes in advance of the scheduled commencement time, without acceptable reason, disqualification might be considered. In some cases the tournament committee can decide to award a win (so 3 points) to the opponent of the team that does not show up or arrives too late on the fields. The score will be 1-0 for the team present.
All results versus a disqualified or withdrawn team may be cancelled (or the tournament committee can decide different if cancellation of results against a disqualified or withdrawn team may jeopardize the continuation of the tournament).
The tournament committee reserves the right to divert from the regulations as mentioned above, when a different solution is more fair to the team duped.

12. Referees and Linesmen
The tournament matches are officiated by 100 clubreferees who are assigned by the tournament referee committee. All teams (in all age groups) have to bring their own linesman.

13. Fair Play and respect for referees
It should be needless to say but we expect fair play from all teams! Please respect your opponents as well as the decisions of the referees and try to play as fair as possible. Keep in mind that this is an international tournament with teams from many different cultures. Of course the rules of the game of soccer are (almost) the same in each country, but the way soccer is played is different in each country. Also the referees may be leading the games in a different way then what you are used to at home. Please respect the decisions made by the referees. They are always impartial!
Coaches, team leaders and parents have to stay outside the lines of the playing field during the matches. Racist or abusive language and/or behaviour by players or spectators will not be accepted and disqualification may be considered.
The Easter Cup uses (like all Dutch amateur tournaments and leagues) team linesmen. To the linesmen we want to say: Be as honest as you can be! If it's offside put your flag in the air! If it is not to your opinion then don't put your flag in the air. Keep in mind that in all cases of offside the referee has the casting vote. Do not corrupt our beautiful games and tournament and be honest in your decisions.
The team that shows the most sportsmanlike behaviour will receive a Fair Play Cup!!!!

14. Sanctions
In all classes the referees may use the 5 minute penalty rule. If a player has been ejected (direct red card or 2 yellow cards) from the field, he will be suspended during that game and automatically for the next game. The tournament committee will decide, depending on the violation, if a player may continue the rest of the tournament. The tournament committee will also decide if a violation urges to be reported to the respective association and/or division.
If you play with unlawful players, your team can be disqualified from the tournament.
When, because of misbehaving, the referee stops the game, the tournament committee can declare a game as being finished and played if the progress of the tournament is at risk. The team(s) which cause(s) the reason why a referee might end a game earlier than scheduled, can get a deduction of 3 points. For severe misbehaving or violation, the tournament committee may decide to expel a team from the rest of the tournament. Disciplinary decisions will be taken and announced directly to the involved team(s).

15. Protests
Protests against decisions of the referee and/or tournament committee are not possible and in any situation in which the tournament rules do not provide, the decision of the Easter Cup tournament committee is binding and irrevocable.
P.O Box 6114, 2001 HC Haarlem. Telefoon: +(31)23 - 529 1155. Fax: +(31)23 - 529 4520

16. Team uniforms
All teams are advised to bring spare uniforms in a different colour. If the colours of the uniforms are too similar at the discretion of the referee, the team that is listed first in the game schedule will change to colours distinctive from their opponent.

17. Insurance
Team leaders are obliged to insure their players sufficiently e.g. in case of calamities, accidents, theft etc. The organization is not responsible for any discomfort, damages and/or losses concerning the participants, nor for any expenses incurred by any team due to the cancellation in part or in whole of this tournament. In case of doctor and/or hospital treatment, the involved player needs to show his/her insurance papers to the involved doctor/hospital.

18. Regulations in case of bad weather
In case bad weather influences the continuation of the tournament, the following regulations will apply:
a) If a part of the program has to be cancelled the tournament committee will change the program in such a way that foreign participants can continue their tournament.
b) The tournament committee can decide to cancel the tournament in full without arranging an alternative program.
If the tournament has to be cancelled completely or partly after the tournament has started, the tournament committee will decide whether a) or b) will apply.
If a certain sports ground is cancelled due to bad conditions of the fields the committee will decide which other grounds to use. It might also occur that due to the weather conditions the committee has to decide to obtain a result by taking penalty-kicks. The risk of bad weather is at all times for the participants. The tournament committee and/or Expersport can never be held responsible for cost made because of cancellation in case of bad weather. No refunds will be paid if the tournament is cancelled (in part or totally) because of bad weather situations.

19. Club Pennants
Because of the international character of the Easter Cup, it is very much appreciated if teams bring and exchange club pennants before tournament matches. Of course this is not obligatory.

20. Trophies and Pennants
Teams that become number 1 to 4 (in both the A- and B- finals) receive a trophy. In some categories even the number 5 will receive a trophy. At registration all participants receive a pennant as a souvenir of the tournament. Besides these trophy’s there will also be a trophy for Fair Play and Best player of the tournament per category.

21. Supervision by Team leaders
All participating teams must have an adult team leader (18 years or older). The name of the team leader needs to be filled out on the official players list. This team leader will be responsible for the behaviour of his/her players during the tournament games as well as the behaviour of his /her players on and around the sports grounds and at the accommodation where the team stays during the Easter Cup 2010.

22. General Warning
Avoid theft. Do NOT leave any valuable things and/or expensive clothing and/or shoes in the locker rooms! The tournament committee, hosting clubs and/or Expersport are never responsible for any costs because of missing or stolen valuables or clothing.

23. Final remark
The organizers of the Easter Cup 2010 are at the understanding that each participant and
team leader knows all items as mentioned in these regulations.
